									<p>Before we get into Chapters 24–28, here’s a quick review of the broader revisions we’ve already talked about that are happening across NFPA 2500:<br /><br /><strong>&#8211; New Title</strong>: The name has been tweaked to emphasize that the standard applies to organizations. Individual technician qualifications remain under NFPA 1006.<br /><br /><strong>&#8211; Terminology Updates</strong>: “Tensile Strength” is replaced by “Minimum Breaking Strength (MBS)” across the board. “Software” becomes “Soft Goods.” These changes reduce confusion and better reflect current industry usage.<br /><br /><strong>&#8211; Equipment Standards</strong>: Labeling requirements have been cleaned up. Some performance requirements are more specific. Test procedures are more explicit and consistent with real-world gear configurations.<br /><br /><strong>&#8211; Editorial Reorganization</strong>: Numbering and cross-references have been corrected, helping teams and manufacturers find what they need without second-guessing.<br /><br />These refinements are designed to help manufacturers and test labs produce products with meaningful certifications to better support your work.</p>								</div>

Document references have been updated, version numbers fixed, and minor errors corrected.</span><br /><br /><span style="font-family: Roboto;">Generally speaking, the certification process for ropes, harnesses, carabiners, and other gear remains consistent. The “G’s”, “T’s” and “E’s” you know and love are fully intact and still applicable to the gear you use. PMI’s NFPA-compliant equipment, from static lines to personal harnesses, already meets these criteria. This chapter keeps that certification framework intact and easier to apply.</span></p>								</div>

									<p>Labeling is where the standard gets more prescriptive. These changes are aimed at improving clarity and usability so that standard requirements are applied more consistently.<br /><br /><strong>&#8211; Carabiners and Snap Links</strong>: MBS values are now required for three configurations: major axis, minor axis, and gate open. In the past, only major axis values were labeled, even though all three were tested. This makes it easier to understand what your connector can handle in less-than-ideal orientations.<br /><br /><strong>&#8211; Portable Anchors</strong>: Devices like tripods and AHDs will no longer display a numerical strength rating. Instead, they’ll just be marked with a “G” (General Use, 36 kN) or “T” (Technical Use, 18 kN), based on how they were tested. Manufacturers will be required to specify the test configuration used to reach the rating. If you’re running load calculations or building system diagrams, this shift means that you might have to use generic numbers rather than rated strengths on the device, and / or rely more on supporting documentation. This approach might also make it more difficult to accommodate dual certifications for both &#8220;G&#8221; and &#8220;T&#8221; ratings under different configurations; time will tell how this plays out.<br /><br /><strong>&#8211; Pulleys</strong>: If a pulley includes a becket, the strength of that becket must be included as part of the labeling. Rope diameter compatibility must also be clearly stated. This makes matching your pulley to your rope and choosing which pulley to use with your PMI Classic 12.5mm as compared with your PMI Extreme Pro 11mm, with greater precision.<br /><br /><strong>&#8211; Auxiliary Equipment</strong>: While there are still specific test methods for escape devices and kits, the “E” designation for Auxiliary Equipment has been dropped. Auxiliary Equipment is kind of a “catch-all” for equipment not covered by the standard, but there were no standardized test methods tied to this category under the “E” classification, and in practice test labs were reporting that no one had asked for this designation in the past, so it was dropped. There’s also a change to escape systems in that where one load bearing component relies on another to achieve the E rating, those must be listed directly on the label.<br /><br />These changes support more consistency and precision of information to support on-the-spot decisions during equipment checks and rescue operations.</p>								</div>

This brings consistency to a category that often includes crossover gear used in different configurations.</p>								</div>

If you’re using the Clinch Hook in a PMI Creel Bailout System, it will now be evaluated for heat exposure along with web and rope components.<br /><br /><strong>&#8211; Carabiners in Escape Systems</strong>: These are addressed under performance testing. Every carabiner included in an escape system will need to meet updated performance standards during certification.<br /><br /><strong>&#8211; Fire Escape Systems</strong>: Melt performance standards introduced under a Tentative Interim Amendment in the last cycle are now formalized. Fire escape ropes and webbing in a system must meet the same requirements as stand-alone products moving forward.<br /><br />These updates reduce ambiguity and tighten up product expectations across the board.</p>								</div>

									<p>Test procedures have been adjusted to reflect field conditions more accurately and improve consistency:<br /><br /><strong>&#8211; Belt and Harness Drop Tests</strong>: Instead of using exactly three specimens, the revised method calls for use of “at least three” specimens during tests of each load-bearing attachment point in both head-up and head-down orientations. Whereas previously the test allowed the three harnesses to be re-used for multiple drops, now testers may use fresh specimens for each drop. This allows for more realistic test-to-failure data without unrealistically overstressing a single piece of gear multiple times.<br /><br /><strong>&#8211; Escape Harness Drop Tests</strong>: Drop distance is now set at 0.5 meters, down from 1 meter, for Escape Harnesses only. Based on preliminary tests, the impact force resulting from even a 0.5-meter drop on a harness of fire-resistant material using the prescribed test method can reach up to 10 kN. This still seems excessive, but the new requirement at least better reflects the way these harnesses are deployed in real use. Class II and III harnesses are still tested at a 1-meter drop.<br /><br /><strong>&#8211; Test Load Alignment</strong>: Load values across escape ropes, webbing, and belt systems are now harmonized to eliminate discrepancies. Tensile Strength becomes Minimum Breaking Strength (MBS)</strong><br /><br />Previously, the terms <strong>Tensile Strength</strong> and <strong>Minimum Breaking Strength (MBS)</strong> were both used in the document, with no clear differentiation.  Because the term <strong>Minimum Breaking Strength</strong> is such an important concept and means something very specific in the world of life safety gear, an effort has been made to use just this term rather than both. For reference,  MBS is calculated using statistical methods to provide 99% confidence that a product will meet or exceed the listed strength. The process includes:<br /><br />&#8211; Testing at least five samples<br /><br />&#8211; Calculating the average strength<br /><br />&#8211; Subtracting three standard deviations<br /><br />That means the strength of your NFPA rated gear isn’t a best guess. It’s a vetted number that tells you what you can consistently expect. This differs from commodity gear and non-life-safety products where terms like “strength” “tensile strength” and “breaking strength” are tossed around with no real clarity on what that means. It’s important for life safety equipment users to be very clear on these concepts, and to avoid casual or misused versions of the terms. The new term, “Soft Goods,” reflects international standards and points more clearly to gear like harnesses, ropes, and slings—any flexible, fabric-based piece of equipment.<br /><br />Other changes clean up references to outside documents. NFPA 1561, for instance, is now NFPA 1550. Outdated FEMA-specific definitions are being replaced with broader, cleaner references that align with INSARAG and other international resources.</p>								</div>

<p data-pm-slice="1 1 []">There’s no denying it—over-regulation can be a nightmare. Sometimes, it feels like the more rules we have, the harder it is to actually do the job. And when it comes to fall protection and rescue safety, not every situation can be solved by a simple regulation or blanket rule.<br />
As experienced safety and rescue professionals, we know that each worksite, each rescue, and each worker is different. When real-world scenarios and physics fail to read the books that the standards-writers used, we have to use our best judgment to make sure everyone stays safe.<br />
Safety is about more than just wearing the right gear and checking the ropes. It’s about experience, knowing what works, and using that knowledge to keep people safe. But where should we draw the line? How far should standards go?</p>
<hr />
<h2 data-pm-slice="1 1 []"><span style="color: #0057b7;">A Seat at the Table—Before Someone Who Actually Likes Standards Takes It</span></h2>
<p data-pm-slice="1 1 []">I’ll be honest, I wasn’t thrilled when my boss, Steve Hudson, first asked me to get involved in standards development. I had a lot of thoughts, none of which were particularly positive about spending hours in meetings discussing regulations. But I’ll never forget what he said:</p>
<p style="padding-left: 40px;" data-pm-slice="1 1 [&quot;blockquote&quot;,{&quot;start&quot;:1242,&quot;end&quot;:1349}]"><em>“This is an opportunity. If you don’t step up, someone else will—and they might actually like standards.”</em></p>
<p data-pm-slice="1 1 []">At the time, I couldn’t help but wonder, <em>who likes standards?</em> But looking back, I realize he had a point. Standards are essential—they provide a baseline for safety and ensure that everyone is on the same page. However, at the other end of the spectrum are those who use the regulatory process to redirect the industry toward their biases or preferences.<br />
Somewhere between the lowest common denominator and the self-righteous dominator is a balance that promotes safety without stifling the flexibility we need in real-world situations.</p>

<h2 data-pm-slice="1 1 []"><span style="color: #0057b7;">A World Without Standards</span></h2>
<p data-pm-slice="1 1 []">Have you ever considered what our world might be like if stop signs didn’t mean STOP? Or if electrical outlets were all wired to deliver an arbitrary output? Or how big a &#8220;cup&#8221; of sugar should be?<br />
When I first began participating in NFPA 1983 a few decades ago, there was a specific requirement for how strong a rope should be. However, there were big gaps in defining test methods, sample lengths, terminations, and interpretation of results.<br />
Under this scenario, manufacturers could publish test results in wildly different ways, leading to confusion and inconsistency in safety ratings. This lack of standardization was one of the reasons I reluctantly conceded that standards do have a place in safety equipment.</p>

<h2 data-pm-slice="1 1 []"><span style="color: #0057b7;">How Far is Too Far?</span></h2>
<p>The first edition of NFPA 1983 in the late 1980s was five pages long. Today, NFPA 1983 is part of the 245-page NFPA 2500 Standard. Have we improved industry safety with these additional pages, or have we just made equipment more expensive and complex?<br />
Some questionable requirements include:<br />
<strong>&#8211; &#8220;Life Safety Rope shall be constructed of virgin fiber.&#8221;</strong> European EN standards allow recycled fiber—why doesn’t NFPA?<br />
<strong>&#8211; &#8220;All load-bearing buckles must be proof-loaded to 11kN.&#8221;</strong> Does this genuinely improve safety, or just increase costs?<br />
<strong>&#8211; &#8220;Soft goods must be retired no more than ten years from manufacture.&#8221;</strong> Shouldn’t storage conditions and actual use be considered?<br />
While quality is imperative, we must ask: <em>Who is really benefiting from these increasingly complex standards?</em></p>

<h2 data-pm-slice="1 1 []"><span style="color: #0057b7;">&#8220;Consensus Means Everyone’s a Little Bit Unhappy&#8221;</span></h2>
<p data-pm-slice="1 1 []">When he was teaching me the ropes of standards development, Steve used to like to say:</p>
<blockquote><p><em>“The true definition of consensus is that everyone is a little bit unhappy!”</em></p></blockquote>
<p>At first, I thought that sounded like a terrible motto. But after being part of a few discussions, I saw the wisdom in it. There’s no perfect solution for everyone. It’s about finding the best compromise that ensures safety without over-regulation.<br />
That’s why having experienced technicians at the table is crucial. Field technicians know what’s practical, what’s not, and what’s downright dangerous. Engineering, manufacturing, training, and testing professionals are essential, but so are those who work with the equipment daily.<br />
Without this balance, we risk creating impractical standards that don’t work in real-world applications.</p>

<h2 data-pm-slice="1 1 []"><span style="color: #0057b7;">Why You Should Get Involved</span></h2>
<p data-pm-slice="1 1 []">If you don’t get involved in standards development, someone else will. And if you’re not there to advocate for practical solutions, we could end up with standards that make your job harder, not necessarily safer.<br />
Yes, attending meetings and discussing regulations might sound dull. But being part of the process ensures that standards make sense for the people who rely on them daily. If we don’t take that opportunity, we’re leaving it to someone else—someone who may have an entirely different agenda.<br />
Remember: <em>“True consensus means everyone is a little bit unhappy.”</em><br />
And that’s okay. Because in the end, it’s about ensuring that safety doesn’t take a backseat to bureaucracy.</p>

										<content:encoded><![CDATA[<p>With the advent of G rated 11mm rope there does seem to be a big push from many departments to move to these smaller diameters. There are a lot of advantages to using 11mm instead of 12.5mm, including a wider range of auxiliary equipment that works with this diameter, harmonization with professional rope access systems and methods being used in the field, and of course lighter weight and less cost.</p>
<p>That said, not all departments are leaping into making the transition so rapidly. For starters, it can be very costly to make this transition because, depending on what other equipment is being used, things like rope grabs and descenders must also be replaced at the same time. It is very important to ensure that all critical life safety components that are diameter dependent be matched to the rope diameter being used. If you are using bollard type descenders like the CT Sparrow, Skylotec Sirius, or Petzl ID, these are very diameter dependent and would need to be replaced when you go to 11mm. This is also true for rope grab devices such as the Grip and Rescucender. On the other hand, if you are using adjustable friction devices such as the brake rack, prusiks, etc, the same size device can be used on both diameters of rope. When it comes to prusiks, the 8mm diameter prusiks used by most rescuers on 12.5mm (1/2” rope) will also work on 11mm, but it does behave differently so – as with all cord-on-rope configurations &#8211; you should do your own testing/experiments specific to your application to make sure that the two are working together in the manner that you prefer.</p>

<p>As far as performance properties… to get a bit of perspective here we can take a step back and consider how we ever got caught up in the half-inch rope philosophy in the first place. It’s a simple story, really… in the early 1980’s the IAFF wrote a whitepaper that said a rope should be able to withstand a 2-person load of 600lbf with at least a 15:1 safety factor. In those days, we used laid ropes and it took a 5/8” or ¾” rope to get to 9,000lbf, and before you know it standards writers and rescue trainers were singing this tune.</p>
<p>Despite that first standard being only a few pages long, there were a lot of things in it that have perpetuated misinformation ever since. Things like having to discard rope after use, 15:1 safety factors, ½” rope, and more. Some of this was a result of limitations in materials and products in those days, but much was because the standards writers took the approach of being design restrictive rather than writing a performance based standards. In subsequent years since, standards writers have worked hard to try to un-do some of these misperceptions, and with each passing edition the standard seems to become less design-based and increasingly performance-oriented.</p>
<p>By the time the first NFPA 1983 standard was rewritten in the early 1990’s kernmantle was on the scene, and it only took a 1/2” rope to get to 9,000lbf MBS, so suddenly ½” became the magic diameter. In subsequent editions of the standard, as the fire industry began to better understand the quality and performance of true life safety rope, smaller diameters and lower strengths would be permitted… including 11mm rope for ropes used for lighter weights, and diameters as small as 7.5mm for personal escape.</p>

<p>In fact, 11mm (and lower) diameter ropes have been permitted in context of NFPA for over a decade, and have been used in mountain rescue, cave rescue, rope access, and industry for even longer. Some of these environments are extremely harsh</p>
<p>The durability, abrasion resistance, flexibility, and stretch of an 11mm rope are all engineered features, just as they are in a 12.5mm.  I can show you 11mm ropes that are more durable than a 12.5mm rope, and vice-versa, just depends on materials and construction.</p>

										<content:encoded><![CDATA[<p>The ANSI Z459 Rope Access Standard went into full effect in August 2022, and has been well-received by employers who are using it to help build compliance into their work at height programs.</p>
<p>The ANSI Z459.1 standard not only helps to define and place guidance around rope access as a viable work method in fall protection, it has also helped to de-mystify skills requirements for rope technicians working at height and give employers a little more flexibility in the extent of training their employees receive.</p>
<p>This standard clarifies that COMPLEX skills are NOT required for working at the most foundational level of rope access, allowing employers who manage SIMPLE up-and-down rope access sites to train employees JUST in the skills they need – working with a two-rope system, negotiating an edge, descending, and just enough ascending to keep themselves out of trouble.</p>
<p>With the definition of SIMPLE rope access, employees can reduce the number of days and complexity of skills their employees use to just what is really needed. It is not necessary for employees working only in SIMPLE rope access to need to learn difficult rope tricks like passing a deviation, aid climbing, and other things that they will probably never actually use in the field!</p>

<p>This concept works under the ANSI Z459 model by classifying worksites as either SIMPLE or COMPLEX.</p>
<p>A SIMPLE worksite is defined as one that offers clear access and egress, is unaffected by adjacent trades, where technicians do not need to pass knots or deviations, and where rescue can be carried out directly to ground or platform level.</p>
<p>This differs from a COMPLEX worksite primarily in that a COMPLEX site is one where environmental factors, adjacent work, deviated ropes, or difficult access and egress necessitate a greater skillset.</p>
<p>Note that the concepts of SIMPLE and COMPLEX do not directly correlate to the terms AUTHORIZED and COMPETENT. These two sets of terms refer to completely different concepts.</p>
<p>As previously described, the concepts of SIMPLE and COMPLEX are used to describe the complexity of the worksite, whereas the terms AUTHORIZED and COMPETEN refer to the level of responsibility given to an employee.</p>

<p>An AUTHORIZED Technician is one who has been authorized, or given permission, by the employer to perform a given task. A Technician may be AUTHORIZED to work on a SIMPLE worksite, or a Technician may be Authorized to work on a COMPLEX site… it is up to the employer to award that designation based on verification that the technician is sufficiently trained to operate on that type of worksite.</p>
<p>It is with the designations AUTHORIZED and COMPETENT that the scope of the Technician’s duties will vary.</p>
<p>Specifically, an Authorized Person simply has permission to perform a certain type of work on a certain site. They generally do not have supervisory authority and are not expected to take corrective action.  In contrast, a COMPETENT ROPE ACCESS TECHNICIAN is one who is capable of recognizing hazards and who has the employers authority to take prompt corrective action. Often the Competent Technician for a given site is given supervisory responsibility. Clearly this requires a little more extensive training and skill.</p>

<p>These two sets of terms, SIMPLE/COMPLEX and AUTHORIZED/COMPETENT, refer to different concepts, but they can and should be used together by the employer to but again you might have a Technician who is deemed COMPETENT to work on a SIMPLE worksite, or a Technician who is deemed COMPETENT to work on a COMPLEX worksite. The key here is that they must be trained and experienced enough to monitor, evaluate, and address existing and potential fall hazards one WHICHEVER type of worksite they are working on.</p>

<p><strong><em>PSJ: When we use the term “rope access,” what does that mean?</em></strong></p>

<p><strong>Loui:</strong> Sometimes people assume that anything with a rope must be rope access, but that would be like saying anything with a fall must be fall protection, which is just not true. Rope access is a method of fall protection that also involves providing access to a location. There are two separate systems: an access system and a backup system, and they’re both ropes. That’s what constitutes a rope access system and why it’s not just fall protection; it’s also the method of getting to the workplace.</p>
<p>The first rope access in the U.S. that we can find was in the construction of dams, such as the ones built by the Bureau of Reclamation in the 1940s and 1950s, where they used rope access methods to get down the slopes on the sides of the dams to perform work.</p>

<p><strong><em>PSJ: Describe the history of the new Z459 standard, what’s included and how it can help keep workers safe when doing rope access work.</em></strong></p>

<p><strong>Loui:</strong> The Z359 committee is focused on fall protection as a whole, but one of the gaps that Z359 has had since its inception is acknowledgment of rope access. Z359 has focused on fall arrest, positioning and restraint, and people who are doing rope access have tried to squeeze themselves into one of those definitions. However, they don’t really fit because there are specific requirements with fall arrest. When using a rope system, it was assumed that you needed to have conventional fall arrest, which involves 6-ft lanyards and long fall potentials, dorsal attachments and things that just don’t really work when using a rope as the main line. Z359 recognized this about 20 years ago, but creating a definition of how to address it really kind of escaped us until after the publication of ISO/TC 94, which is the fall protection standard in the ISO ecosystem. They developed a document called ISO 22846, a standard on rope access, and that was the first time the Z359 committee agreed that this was how rope access can integrate and not necessarily bump heads with conventional fall protection.</p>
<p>In typical fall protection, there’s a mindset of wanting to engineer out hazards and not requiring extra training for people to protect themselves when there’s a fall hazard. With rope access, it’s exactly the opposite because they’re using the rope to get to and from where they’re going, which isn’t going to be done without practice or training. You can walk on a beam and use fall arrest without a whole lot of training, but you can’t use a rope for access and backup without training. So that in a nutshell is why the standard is under a different number, Z459 instead of Z359. The Z459 numerical designator was established to differentiate between this type of fall protection that requires additional training versus the conventional mindset of engineering out hazards.</p>

<p>That said, there are two kinds of equipment involved in rope access. There’s the equipment on the main line, which is the progress line, and that would be in place of your feet. That’s the equipment that’s getting you to and from where you want to go. There is a descender, an ascending system with rope grabs or ascenders, and various lanyards and combinations of those that allow the worker to move up, down and sideways on ropes.</p>
<p>The second kind are the backup systems—rope access backup. This is the secondary protection so that if the primary system should fail for whatever reason, that backup system would catch you. The backup system is arranged in such a way that it limits the potential fall distance, thereby limiting the amount of potential force on the system. So, we don’t need the extreme capabilities that a typical fall arrest system might have. In typical fall arrest, there is a 6-ft—and sometimes even more—distance of free fall before the system even starts to grab the worker. The distances and the forces are higher than in rope access, where that secondary system is closer to the worker, no more than a couple of feet away at any given time, and generally above the attachment point. So the potential for a significant fall is mitigated.</p>

<p><em><strong>PSJ: The types of sites where rope access might be used can be divided into two classifications: simple and complex. What is the difference and what planning is needed for each type?</strong></em></p>

<p><strong>Loui:</strong> This is a great thing to touch on because, historically, people who have practiced or been involved in rope access would have extensive training. Their skills are outstanding on rope. There’s not much that a certified rope access technician at a Level 2 or 3 can’t do in the traditional sense. But what we have found over the decades since the certification processes were originally developed is that when people go to work, they actually don’t use many of those skills at all. They mostly go up and down. In fact, many workers in building or wind turbine maintenance, for example, will often ride the elevator to the top, jump on a rope and come down to do their work and let gravity help them, then get off the rope at the bottom and use the elevator again to go back up and move over a couple of feet and start all over again. So, the extensive skill sets that were trained in the original models of certification for rope access have been found to be unnecessary for probably 80% of the work sites. By training these people in the more advanced techniques, it became a barrier to entry for some, an additional or unnecessary cost for others, and actually confused some because they knew all these advanced techniques but ended up just sticking to the basics. In developing the standard, we tried to write it for most people out there. We want to help as many people as possible keep themselves safe.</p>

<p>By writing a standard for a simple system that encompasses the majority of what everybody does, it creates a shorter training course and an easier certification, and it covers the vast majority of what happens. Simple rope access is defined as a rope access site or location where there is both top and bottom egress and access to the rope, so the technician can get on and off rope at both locations. In a simple system, there is not extensive sideways deviation of the rope. For example, when a bridge engineer is doing a bridge inspection, typically they will descend to a certain point, but then their next anchor might be 20 ft over to one side and the rope will actually go down and have a belly in it and come back up and be re-anchored at that location 20 ft off to the side. There are ways to safely negotiate that without creating a swing fall hazard, but that’s a more advanced skill. We call that complex rope access. For complex rope access, the technicians need a little additional training, a few additional skills and a little bit of additional proven capability of techniques so that they can negotiate that safely.</p>

<p><em><strong>PSJ: What do you hope to be the takeaways for end users who are using the standard?</strong></em></p>

<p><strong>Loui:</strong> My greatest hope is that this standard will make rope access more accessible to a broader range of people. Right now, the people using rope access tend to be highly advanced and skilled specialists, and it’s used less than it should be. As I mentioned, the systems for rope access don’t allow as great a fall as conventional fall arrest. They allow workers to access locations where there may not even be facilities, anchors or the ability to implement traditional rope access methods. By opening rope access to a broader spectrum of workers and work types, we can improve safety for people just by giving them a way to do their work.</p>

<p>This standard has everything in it: program management for supervisors and employers, equipment selection and rigging for the qualified person, inspection of rigging and techniques for the competent person, including rescue, and methods or methodologies for the authorized person. So, there’s a little bit for everybody in this standard. The fact that the standard covers so many different aspects of rope access, from employer responsibilities to qualified person responsibilities, to competent person and authorized person responsibilities and requirements for those, it might seem like a lot to dig through. But by understanding each other’s limitations, roles and responsibilities, it helps others do their respective jobs more effectively. Having it rolled into one standard is a benefit, especially as the industry is just catching on to rope access and learning what it’s all about.</p>

<p><strong>Loui:</strong> I’m excited about the potential for just about every industry out there. Rope access is not a job, it’s the bus you take to work. Becoming a rope access technician is a great skill set for any kind of trade to have, even for professional careers, including engineers, painters and building maintenance workers. The spectrum of work that can be performed using rope access techniques is virtually unlimited.</p>
<p>I also want to emphasize that there are some trade associations that offer rope access training and certification in accordance with their own internal guidelines. We have tried to mesh the new standard with what is happening in industry best practice right now. So, the Z459 standard is not instead of or in addition to any particular trade association, it’s complementary to them. If you’re a certified technician through one of these trade organizations, if you’re using team members who are certified, or if you’re an employer using team members who are certified through one of those organizations, you don’t need to start over from scratch. You are already doing what’s in the Z459 standard, as long as you are compliant with the regulatory requirements that come from OSHA and the fall protection community.</p>
